LUGAS (Länderübergreifendes Glücksspielaufsichtssystem) is the German cross-state supervision system. For players the visible piece is a monthly deposit limit that licensed operators must respect together, not in isolation.
That is why a GGL casino can refuse a deposit even if you still have “room” on that one brand. The cap is shared. Offshore sites outside LUGAS are not a legal extra allowance for German residents.
